Unveiled in June 1997. The author of the monument is the poet Andrejs Jansons, the architect is a Ventspils resident Daiga Kušķe. The idea to erect a monument to the victims of communist terror in Ventspils arose in 1991 among the politically repressed, and was supported by the then people's deputies. In 1941, 847 people were deported from the city and district of Ventspils, but in 1949 the number of repressed people reached 2055.

Memorial plaque with the inscription "FOR THOSE WHO WERE DEPRIVED FROM THEIR HOMELAND 1940 – 1991" on the other side of the plaque with the text:

"TO THOSE WHO DISAPPEARED IN THE BLUE OF THE NORTHERN NIGHT,

TO THOSE WHO DIE IN THE WHIP OF WAILING,

FOR THOSE WHO ARE STARVED IN DILA,

LET'S PUT A FLOWER

BEFORE GOING ANY FURTHER.”
